I have been running Oracura in India for more than 8 yrs. We relied on imports, and in the last 3 years started working on localization. That means customs has always been part of our daily operations, with many challenges along the way. Our 8L+ bank guarantee has been stuck with Air Cargo Customs for 18 months. Goods that were already cleared by customs were later seized at our warehouse, even though inspected at clearance. We appealed, but the case has been ongoing for 18 months. Since we hold a major market share, Oracura has been heavily affected. But this isn’t just our problem, it’s an industry issue, and globally too the classification of water flossers is disputed. For this classification issue, I was personally detained at the DRI office without sleep, under pressure, and with repeated summons over 3 months. It was tremendous pressure. But we didn’t bend or pay anything, and even after 18+ months, things are moving forward. This is no longer an Oracura issue, it’s recognized as a common industry challenge. We realized later that if we had taken an advance ruling before imports, this issue might not have happened. Along with competitors, we approached CBIC in Delhi and the TRU unit. There’s still no solution, though shipments are now getting cleared without major hurdles. As per customs rules, EPR certificates are mandatory for imports (battery, PCB, and plastic). Our shipments were stuck once, and we had to pay extra to get them cleared faster. But we kept moving in a positive direction. We’re a bootstrapped company, running fully on bank limits with tight margins. Sometimes it feels easier to deal with customs than banks. But we can’t stop, we have to keep going on both sides. I’ve been fortunate to travel across most parts of the world, over 30 countries and many cities, including few years of job tenure and 8 years of business travel for factory visits, inspections, expos, and partner meetings, along with personal tours. I can say with confidence: issues exist internationally too. Every country protects its own interests, and that doesn’t always mean corruption. If we call it corruption, then it exists everywhere. As startups, we’re also facing income tax exemption issues with DPIIT, which CBDT hasn’t recognized. For the last two years, we’ve been paying MAT 18% instead of getting exemptions. Still, we continue moving ahead seeking solutions. Now BIS regulations are another challenge, with no clear guidelines across departments. We’re taking it step by step to find a way forward. On the positive side, Oracura has received valuable support too. We got an opportunity through DPIIT to participate in the Dubai North Star show 2024, where export orders started from Dubai and South Africa without spending on participation. Oracura has also been selected as a MedTech startup for IEC GM 2025 in Delhi, with booth participation and fabrication costs fully covered. I’m sure many more such opportunities will come. I wanted to highlight this positive effort from GOI, Customs, and DPIIT in supporting startups. We’ve raised issues not only on X but also through official visits and written applications. There’s still no resolution, but we continue to follow up without stopping. India is a growing country, and such challenges are part of the journey. I believe the right approach is through industry associations, official letters, constructive dialogue with departments, and then raising our voice as loud as possible. That’s how solutions will come. I understand the pain points and align with the current situation, but venting alone won’t give results. This isn’t to demean anyone. My point is simple: we must keep moving, keep raising our voice, and keep knocking until things improve. That’s the only way forward. Toothbrushes: Operation wise: - Manual Toothbrush - Sonic Electric Toothbrush - Oscillating Electric Toothbrush If you prefer not to use a gadget or tech driven option manual toothbrush is fine. Just make sure to brush with the right technique and be gentle, polite to your teeth, and always use a soft-bristle brush. That said, electric toothbrushes generally perform better in terms of cleaning efficacy and ease of use. And if you are wondering which type to choose sonic or oscillating it really comes down to personal preference. Mine is sonic. Bristle Type as per filament thickness: - Extra Soft: 0.10-0.15mm bristle diameter - Soft: 0.15-0.18mm - Medium 0.18-0.23mm - Hard: 0.23-0.28mm Extra soft brush heads are a must for people with sensitive teeth. But don’t rely only on the toothbrush pair it with nano hydroxyapatite based toothpaste for best results. Dentists worldwide recommend using only soft or extra soft bristles. Say goodbye to medium ones if you’re using an electric toothbrush. And as for hard bristles use them anywhere, just not on your teeth. Head & Filament Design: - Tapered: Gentle on gums - Spiral: Twisted design for better plaque removal - Cross or Multi level Bristle: Better reach between the teeth Avoid flat head manual toothbrushes if you don’t follow the correct brushing technique. For electric toothbrushes, a flat head works fine but it’s not the best option. Toothbrushes with multi-level bristle surfaces usually perform better across all types, except oscillating ones, which are designed to clean one tooth or a smaller surface area at a time. User specific segment: - Adults - Kids - Dental usage( Ortho/intra dental/post surgical) Adults should have choices, kids should have engagement, and for dental patients, it should be a must have. Based on material and sustainability: - Plastic handle - Bamboo - Replaceable head Replacement brush heads are the most practical choice and they’re also the best option from a sustainability point of view.

India’s oral-health technology sector is growing rapidly, yet one major roadblock remains, unclear HSN classification for water flossers. Different codes and tax rates are applied across the industry: • 9018 – Medical or dental appliances • 8424 – Pumping or spraying appliances • 8509 – Domestic appliances Overall Duty of 9018 & 8424 is same 8509 has higher duty In US, 8424 has higher duty and 8509 has lower duty. Imports also fluctuate between 9018, 8424 and 8509, creating compliance confusion for both importers and manufacturers. Being a new product category, water flossers don’t have a defined classification. At Oracura, we’ve been working with all relevant associations to find clarity: • IDA (Indian Dental Association) – the government-recognized oral-health body, if water flossers are seen as dental appliances. • ADITI (All-India Dental Trade & Industry Association) – representing the dental trade community. • Electronics Traders Association – if classified as an electronic or home appliance. Across the market, water flosser classification differs from brand to brand: Oracura – 9018 (till 2022)/ 8424(after local assembly with some export + local market) Perfora – 9018 Agaro – 8424 Caresmith – 9018 (till 2024)/ 8509 Bestop – 8424 Medtech – 3306 Waldent – 9018 Lifelong – 8424 Dr Trust – 9018 Smilify – 8424 Proclean – 8424 Toothsi – 8509 Colgate – 8509(seller 1)/9405 (seller 2) Globally, Philips classifies water flossers under 8424, though they are not yet active in this category in India. This inconsistency affects the entire industry, not just one brand. It impacts GST rates, import duties, and compliance procedures for everyone building the next generation of oral-care technology in India. We are engaging with industry bodies and government departments to bring alignment between dental, electronics, and trade associations so the sector can grow responsibly, compliantly, and globally competitive. A unified classification will not only simplify compliance but also accelerate innovation, localization, and export for India’s oral-health tech industry.
