And they governed well. Today, the people of Nigeria are victims of ambiguous budget framework upon which appropriations for the current fiscal year are hinged in the face of multiplicity of appropriations.\n\nOnly yesterday, Senator Ali Ndume called for the President to wake up to his responsibilities and provide succour to address the biting hunger and poverty in the country. Ironically, the response of the @NGRSenate to his patriotic warning is to relieve him of his principal office as the Chief Whip of the Senate.\n\nAlso, despite persistent solicitations that government put its priorities on canceling the excruciating hardship in the land and suspend the idea of spending scarce resources on the purchase of new aircraft for the presidential fleet, the Senate took a stand against the people and ignored the voices of altruism by decorating the President with controversial purchases of an aircraft and a yacht amidst the worst material conditions of the average citizen in the history of our country.\n\nWe are, therefore, beginning to see a pattern in which the National Assembly has become an enabler of executive recklessness, and the concerns of the people stand in the nadir of priority list of the legislature.\n\nThis emerging reality must stop. Otherwise, how is such anti-scholarship regulation the next logical step in the myriad of issues besetting our educational system?\n\nTo be clear, the Nigerian constitution puts education in the concurrent list of schedules, in which the sub-national government enjoys more roles above the federal government. \n\nTherefore, it is extra-constitutional for the federal government to legislate on education in a manner similar to a decree.\n\nThe best global standard for such regulation is to allow the sub-national governments to make respective laws or rules on education.\n\nIt is discouraging that even while announcing this obnoxious policy, the government inadvertently said it had no plan to cater for specially gifted pupils. We must learn from these lessons and act decisively.\n\nI call on the Nigerian government and relevant authorities to take immediate and strong action against those inciting such hatred and division. It is imperative to investigate, arrest, and prosecute individuals promoting ethnic discrimination and violence. The rule of law must prevail, and those found guilty of incitement should face the full extent of legal consequences.\n\nNigeria's strength lies in its diversity, and we must resist any efforts to sow discord among our people. Lagos and the Southwest have long been melting pots of cultures where individuals from various backgrounds contribute to our collective growth and development. judgment of the Supreme Court earlier today affirming fiscal autonomy to local government councils in the country is a win for the people of Nigeria.\n\nThe court’s ruling is a step in the right direction and a major corrective action in greasing the wheels of national development across the country.\n\nThe decision by the Federal Government to consolidate disbursements of local councils’ revenues into the state government accounts was a decision that was borne out of politics of hasty compromise.\n\nI align with the decision of the Supreme Court that the structure of the Nigerian government is portioned in three layers, and of these, the local governments should be centres of development.\n\nI also share the belief that fiscal autonomy to the local governments should not be limited to revenues from the Federation Accounts, but indeed, should apply to Internally Generated Revenue from the respective local government authorities.\n\nMany of our states, especially those in the ultra urban areas with high density economic activities, have become notorious in muscling local councils from generating revenue on items that border on motor parks, outdoor advertising, rents the evolution of systems of government, a major concern for thinkers was a governmental framework that will reduce the highhandedness of the executive arm of government.\n\nIt was thought, and rightly so too, that a participatory approach to governance, such that will make the government derive its legitimacy from the people will better serve the interest of the masses.\n\nAnd thus, to make sure that the executive does not go overboard in the application of its powers, the legislative arm of government was conceived as a means of protecting the people from the authoritarian tendencies of wielders of state powers.\n\nRegrettably, however, the democracy in Nigeria in the current administration of President Bola Tinubu has become an anathema to that general principle of democracy as providing primary protection for the people against executive excesses.\n\nThis ugly tendency is being manifested by the steady posturing of our National Assembly, especially the Senate, of taking a reverse course in its core function and becoming a puppet in the hands of the President.\n\nIt is uncharitable that whenever members of the Senate stand on the floor of the red chamber to perform their statutory duty of calling the executive to order, they are immediately reprimanded for so doing.\n\nWhen Senator Abdul Ningi called attention of the country to the incident of budget padding in the 2024 Appropriation bill, rather than calling for a thorough investigation into the observation, the reaction of the Senate was to hand him a suspension. Today, the people of Nigeria are victims of ambiguous budget framework upon which appropriations for the current fiscal year are hinged in the face of multiplicity of appropriations.\n\nOnly yesterday, Senator Ali Ndume called for the President to wake up to his responsibilities and provide succour to address the biting hunger and poverty in the country. Ironically, the response of the @NGRSenate to his patriotic warning is to relieve him of his principal office as the Chief Whip of the Senate.\n\nAlso, despite persistent solicitations that government put its priorities on canceling the excruciating hardship in the land and suspend the idea of spending scarce resources on the purchase of new aircraft for the presidential fleet, the Senate took a stand against the people and ignored the voices of altruism by decorating the President with controversial purchases of an aircraft and a yacht amidst the worst material conditions of the average citizen in the history of our country.\n\nWe are, therefore, beginning to see a pattern in which the National Assembly has become an enabler of executive recklessness, and the concerns of the people stand in the nadir of priority list of the legislature.\n\nThis emerging reality must stop. And they governed well. Consequently, they are institutions we must protect and preserve and not destroy. \n\nIt is, therefore, on this basis that I lean towards the advocacy that calls for constitutional reform that will not just recognize traditional institutions in our body of laws but also define the responsibilities of their offices.\n\nThis reform is even more important in view of the collective drive to stem the ugly tide of terrorism and sundry security challenges at the local levels.\n\nIn conclusion, I must also appeal to state governors to accord the necessary respect to the offices of traditional institutions. Otherwise, how is such anti-scholarship regulation the next logical step in the myriad of issues besetting our educational system?\n\nTo be clear, the Nigerian constitution puts education in the concurrent list of schedules, in which the sub-national government enjoys more roles above the federal government. \n\nTherefore, it is extra-constitutional for the federal government to legislate on education in a manner similar to a decree.\n\nThe best global standard for such regulation is to allow the sub-national governments to make respective laws or rules on education.\n\nIt is discouraging that even while announcing this obnoxious policy, the government inadvertently said it had no plan to cater for specially gifted pupils.
